In this case the end-user voter manipulates the ballot box of their choice by themselves, i.e. they increment it by one.

I don't understand it. If I want to vote for "Love and kisses anyhow", should I change the value to [0011] or to [002]? In the latter case: what is the semantic value of the two leading 0's?

The [00] is very naughty and refers to two open mouths meeting ... the rest is disgraceful even to ask. So let's do a Christian Joke instead. (The problem is: they get elected or even worse, they post on Wiki.)
