The number of people on your project who are sufficiently indispensable that development stops when they're on vacation.

Many companies schedule their employees' mandatory vacations simultaneously (usually around Christmas) to prevent constant disruption. Since Christmas is traditionally slow, and people generally like having time off then, this works out well.
