Trial Balloon Refactoring

TrialBalloonRefactoring is a currently hypothetical proposal for a semi automated system of allowing some review/voting/previewing of refactored nodes prior to fully replacing the original content. Editor refactorers would have a metric that would fast track experienced Editors and slow newbie editors.
