I'd rather think a TerraWiki?, a decentralized Meta-Wiki open for everything as a home for all wikis to move on would be the solution to wiki government. Decentralized like freenet, not nessecarily encrypted like freenet. I improvised on multilngual wiki software on http://phpwiki.sourceforge.net/phpwiki/MultiLingualWiki, Terrawiki is beeing begun on http://en.logilogi.org/TerraWiki. -- MattisManzel

If you're interested in multilingual Wikis check out www.zorrozaurre.org which is a Wiki in Spanish, Basque and English. There's no idea solution, but this is what we came up with.
