• When virtual, it exists in a location you might be able to visit them as links via browser or other InformationEngine?s (Engine or Browser being capable)

Locales, when named or identified, are but one of many Artifacts. When expressed in a form that is Engine.Recognizable.and.Linkable or Person.Available, they can be encountered or viewed.
