Hmm. The dichotomy between "other locations" where English is spoken, and locations where it is not, seems to be based on the concern that IT workers in countries where English is spoken (like India) are a bigger threat to the livelihood of "western" IT developers, than are IT workers in countries (like China or Vietnam) where English has second-class status.
